Are Canadian $20 for $20 coins legal tender?

There have been many discussion online (mostly in forums and on YouTube) about if the Royal Canadian Mint's $20 for $20 coins are actually legal tender. The coins, which cost $20 dollars each when purchased directly from the mint, have a $20 face value. Many people have been worried that they will not be able to exchange their coins back for $20.
